Often, medical disability is granted to those who are not eligible for a disability pension. In such a case, the individual may be eligible for other benefits based on the medical disability, which are not conditional on eligibility for a pension, as detailed in the following section:
Individuals who experience a stroke after retirement age, and cannot submit a request for a disability pension due to their age, but are interested in benefits based on medical disability (which are not conditional on receiving a disability pension), can submit a request to the Israel Tax Authority and be assessed by a medical committee for an income tax exemption.
List of benefits you should know about:
- Vocational rehabilitation and academic assistance: Subject to at least 20% permanent disability from the National Insurance Institute.
- Vocational Guidance Center for People with Disabilities: Subject to at least 20% disability from the National Insurance Institute.
- Discounted bank fees: Subject to at least 40% disability from the National Insurance Institute or the Ministry of Defense.
- “Community Supporting Independent Living for Disabled People” program: Subject to at least 40% disability from the National Insurance Institute.
- “Rehabilitation basket” for mental health disabilities: Several conditions are detailed in the link, including at least 40% mental health disability.
- Disabled parking badge and exemption from license fees: Subject to at least 60% disability and confirmation that movement without a vehicle would compromise the patient’s health condition. Additional information can be found here.
- Income tax credit points: Subject to at least 90% disability for the patient or their spouse and on the spouse having no income.
- Income tax exemption: Subject to 100% disability or at least 89% by weighted calculation.
- Discounted purchase tax for people with disabilities: Subject to 100% disability or at least 90% by weighted calculation.
- Property tax discount for people with disabilities: Conditions and rules vary from one local authority to another.
- Discounts for trains, light rail, buses and the Metronit: Pursuant to disability percentage.
- Tax exemption for early withdrawal from a provident fund: Subject to at least 75% disability and the injury/illness occurring after an account in the provident fund was opened.
- Exemption from paying consent fees to the Israel Land Authority: Subject to at least 80% permanent disability, or at least 50% permanent disability for disabled IDF veterans.
