Adult Daycare Centers
Adult daycare centers are daytime frameworks for older people who live at home and have experienced a decline in function, whose ability to manage their household is reduced, and who need help with personal care. The centers offer support services for elderly people and their families, allowing them to prevent or delay the need to move into an institutional framework. In some cases, the centers also serve as social spaces for independent older people.
The centers, which are open 5-6 days a week from morning to afternoon, are operated by local organizations for elderly citizens, under the supervision of the Service Unit for the Elderly in the Ministry of Labor, Social Affairs and Social Services.
At the centers, older people receive treatment that incorporates social activities, leisure activities, meals, and additional services (such as bathing) where necessary. Those entitled to a long-term care benefit under the Long-Term Care Insurance Law can receive this service as part of the care hours included in their benefit (More information about long-term care can be found on the Long-Term Care page)
The daycare centers also provide health services such as physical therapy, occupational therapy and additional treatments for older people who are dependent on others for help with everyday activities. The treatments, as mentioned, include breakfast and lunch at the daycare center and transportation services to and from their home.
Eligibility for the daycare center services
Eligibility is for individuals who meet one of the following criteria:
- Those of retirement age who are eligible for services in the framework of a long-term care benefit and have chosen a daycare center as part of these services.
- Those who are not eligible for the long-term care benefit but are classified as frail or mentally frail.
- Those who wish to visit a daycare center but do not belong to one of the above groups should submit an application to the admissions committee of the relevant daycare center, who will decide whether they are eligible.
How to apply
- You can be referred to a daycare center by the social worker in the social services department near your area of residence — find the nearest department here.
- Those eligible for a long-term care benefit will be referred by their local National Insurance Institute committee for determining long-term care status.
- The application should include medical, social and other reports (as necessary) about the older person’s condition. The daycare center’s admissions committee will determine whether the older person is suitable for the center.
The admissions committee will work with the older person or their family to build a personalized therapeutic program.

Supportive Community
The Supportive Community program is run by the Joint-Eshel. The program provides older people with services that enable them to maintain a level of independence and privacy, giving them self-confidence and medical safety and helping them enjoy various activities. In this way, the program enables older people to continue living at their homes and in their communities and reduces the need to move to a nursing home or other facility.
The program gives its members self-confidence, access to medical services, a 24-hour-a-day point of contact, social and cultural activities, household maintenance, help with daily errands, counseling and information services.
The service is provided free of charge or for a symbolic fee — depending on the individual’s credit points with the National Insurance Institute (find more information on the Long-Term Care page). The program is intended for older people from all sectors, in urban and rural areas, moshavim and kibbutzim. It includes:
Panic button: Community members wear a panic button that serves as an easy way to sound an alert and summon assistance in the event of an emergency. Pressing the button contacts the Supportive Community’s emergency call center, which immediately contacts the medical emergency center, ambulance services, community leader, police/fire department, or family members as necessary.
Community leaders: Each Supportive Community has a community “father” or “mother” who knows all the community members and is in frequent contact with them. The community father or mother is the first point of contact for community members to get help with their daily needs. They provide immediate assistance during emergencies and can perform light repairs or call professionals to fix malfunctions in the home.
Medical Services
1. Option to request a doctor for a home visit, 24/7, for a symbolic fee.
2. Free ambulance service for emergencies. In addition, there is the possibility of using the panic button to call an ambulance without referral from a doctor, for a symbolic fee.
Social activity: Social activities are tailored to the characteristics of each different community, and include social gatherings, lectures, physical activities, cultural events, classes, parties, trips and more.
Volunteer activity: Volunteers in the community help in a range of ways, including by accompanying community members to different places and going to the post office, grocery store, pharmacy, etc. for them.
If you would like to join a Supportive Community, you can apply in one of the following ways
-
Apply to the senior citizens unit in the social services department of your local authority.
-
Apply directly to the body that operates the program in your area of residence. Details and contacts for the operating bodies, listed by geographic locality, can be found here on the Joint-Eshel website.
